Kate Hudson (Kate Hudson)General Secretary of CND, Kate Hudson, will start the session off by updating us all about the costs of maintaining the UK`s arsenal of mass destruction and keeping us informed on the progress of the UN Treaty on the Prohibition of Nuclear Weapons.

Lib Dem Baroness Sue Miller will review current Liberal Democrat policy on nuclear Sue Miller (Baroness Sue Miller)weapons and identify its weaknesses in the light of the real and present dangers posed by climate change and the environmentally based recovery from the Covid19 lock-down.

The meeting will then be opened up to questions and comments from participants about the potential for helping to offset at least some of the economic costs of emerging from the pandemic lock-down with a better, cleaner, safer environment than when the pandemic started.

The trouble with the `old normal` is that it never was actually `normal`. Let us try creating a "New Normal" to go to!

This Conference:

Recalls:

1) That the United Kingdom has undertaken under Article 6 of the Nuclear Non-Proliferation Treaty "to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament";
2) That the Liberal Democrats have long been committed to pursue the global elimination of nuclear weapons, seeking to ensure that nuclear weapons are never used, and ultimately put beyond use.

Notes:

1) That there has been little or no progress in multilateral disarmament;
2) That although the UN Treaty on the Prohibition of Nuclear Weapons, once it has been ratified by 50 countries would make their possession illegal under international law, has so far not been ratified by any country possessing nuclear weapons, including the United Kingdom;
3)That Climate Change remains the acknowledged biggest real and present threat facing the whole world, to which the current British government's response is utterly inadequate;
4) That the COVID19 pandemic has demonstrated a widely predicted and now real and present threat to the whole world and our way of life, which has killed tens of thousands of UK citizens and for which no UK government prepared adequately;
5) That the pandemic has caused and will cause severe damage to our economy and reduce the revenue available to meet public expenditure;
6) That previous governments have prioritised developing a replacement for the Trident Nuclear Deterrent at the cost of reducing all our non-nuclear forces.

And therefore resolves:

1) That the Liberal Democrats recognise the lessons of the pandemic and will campaign for a higher proportion of scarce public resources to be devoted to confronting real threats including more spending on public health and the National Health Service;
2) That the United Kingdom should sign the UN Treaty on the Prohibition of Nuclear Weapons accepting this country will no longer be a nuclear-armed state;
3) That the Trident replacement programme should be discontinued and Trident decommissioned;
4) That whatever future budget is spent on defence be allocated to restoring the strength of the UK's non-nuclear forces including the development of cyber defence."
